New county ordinance would discourage underage drinking

In their first regular meeting of 2012, the Knott County Fiscal Court held the first reading of an ordinance suggested by the Knott Drug Abuse Council, heard an update on the status of water projects in the county, and discussed financial matters, including the treasurer’s report and claims list. KDAC Director Lola Patterson explained to members of the court that the “Social Host Ordinance” supports existing laws in Kentucky concerning under-age drinking; the only part that may be different in this ordinance is the penalty.

The ordinance prohibits gatherings that allow minors to consume alcohol, and holds liable any person in control of private property if such a gathering occurs at that location. Violations are punishable by a mandatory minimum fine of $100 on a first offense and minimum $200 plus costs for any subsequent violation.

Patterson noted that the KIPP survey done every two years in Knott County shows there is a serious problem with underage drinking here. Since KDAC’s program was put in place, the numbers…
