Water district adds attorney to team

The Knott County Water and Sewer District met in special session Thursday with an agenda that would replace the regular meeting in June. Overall, the manager’s report was positive although a larger than usual claims list caused the expenses to be in the red for the month of May. Water line projects are still with the Abandoned Mines Land department. The district is uncertain when AML will okay the next step. The last agenda item called for a closed session concerning legal issues. The board is making further preparations in its case against Hindman.

Manager LJ Turner reported the district sold 8.728 million gallons of water to residential customers and 27 million gallons to wholesale customers. The overtime hours were the lowest for the year at 94.5 hours. They had 152 work orders and 15 line breaks. The crew hooked up nine new customers. Eleven customers were disconnected.

The FEMA process is still moving along at a slow pace. It was necessary to do a resolution to appoint an agent to sign the necessary papers required by FEMA. Each new disaster that FEMA works with requires applicant agent to be designated by the Water District board. Jerry Slone made a motion that was seconded by Dale Hamilton to appoint the manager Turner as the agent.

Turner said the Consumer Confidence Report (CCR) or annual water quality report has been released to the public. All community water systems are required to provide its customers with a CCR before July 1.

The CCR lets people know if there are any contaminants in their drinking water. It also gives the water system a chance to tell customers what it takes to deliver safe drinking water. The report showed no violations.

The bulk of the claims list was through KACo or Kentucky Association of Counties including workers compensation – approximately $50,000. The Water District has payment arrangements with KACo. They shall pay one half before August 1 and then the next three remaining payments are due in each of the next three months.
